"TRANSITIONS: Issues, Challenges and Solutions" was a three-day international conference hosted by the US Army Peacekeeping and Stability Operations Institute at the US Army War College in historic Carlisle Barracks, Pennsylvania. It brought together over 140 key thinkers and practitioners from academia, civil society, government, and the military in an open forum to explore, examine, and understand "transitions" as a crucial process during recovery from crisis and conflict.

The primary product of the conference is an edited text on transitions that will include the accepted papers along with the results of panel discussions, small-group sessions, and other insights gained from the conference. It will be published in early 2011.
